A heavy storm dropped more than three inches (eight centimeters) of rain in Shanghai on July 6. As the water level of the Yangtze River has risen rapidly in the past week, the city’s drainage system was unable to discharge water efficiently. Neighborhoods were flooded—driving a bus on the street is very much like operating a boat in a river.
