Congress Misses Chance to Pass Equal Act to End Crack Sentencing Disparity

Crack cocaine and powder cocaine are the same chemicals in different forms. But crack use carries a heavier sentence than powder cocaine. Congress' Equal Act would have changed the discrepancy, but it didn't make it into the omnibus spending bill.
