Stephany Powell on California Potentially Banning Loitering-for-Prostitution Arrests

In California, police may soon no longer make arrests based on the charge of loitering for prostitution. Lawmakers sent a bill banning those types of arrests to the governor this week. Supporters say SB-357 is a win for transgender, black, and Latino women, who they say are disproportionally targeted by police. But critics worry it will tie the hands of officers who are working to combat the crimes of buying sex and sex trafficking. NTD spoke with Stephany Powell for more perspective on this bill. Powell is a former LAPD vice sergeant and is now director of law enforcement training and survivor services at the National Center on Sexual Exploitation.
