Is Something Wrong With This Firman Inverter?

Had a customer bring in this Firman Inverter. Brand new, only used it for about 5 hours. Says it had a slight hunt/surge almost like it wasn't getting the right amount of fuel. What you hear is what I heard when it initially came in. Since, I have cleaned the carb, and drained his 87 gas. Added fresh ethanol-free fuel and am still getting that sound. Normal operations? I speculate that the throttle is controlled electronically. Maybe due to a voltage increase/decrease, the throttle closes and opens?
