But Chinese people are technically “residents,” not “citizens” - we don’t have the rights that normal citizens enjoy and never get to participate in political life. The Party selects political candidates, decides policies, and punishes dissidents. The Party leadership makes a wish, and the People’s Congress would dutifully approve it; we, as ordinary people, have nothing to do with them.
